A context analysis and climate change inputs for Uganda. A positive phase of the Indian Ocean Dipole correlates with higher rainfall. Another influence on rainfall in Uganda is the El Niño Southern Oscillation (ENSO). El Niño events usually cause wetter than average conditions during the short rains (October-December), while La Niña events often cause drier than average conditions. Unfortunately, seasonal forecasts are less skillful for the long-rains (March-May).
